United Nations Development Programme in short UNDP published a job news for experts as below for the State procurement Facilitation Cell (SPFC), Assam, which shall be established under the Finance Department, Government of Assam.
The Government of Assam (GoA) has sought UNDP’s technical assistance in strengthening the State Procurement Facilitation Cell (SPFC) by providing experts in the public procurement domain.

UNDP Assam Recruitment 2019 details:
1. Name of the post: Team-Leader & Procurement Policy Expert
Education Qualification: Graduate in any discipline and 12 years of working experience in the public procurement domain.
Or
Post graduate in any discipline and 10 years of working experience in the public procurement domain.
Qualification in procurement will be preferred and given additional weightage.
Experience:
– Must have demonstrated working experience of planning and executing full cycle procurement process including preparation of bidding documents, evaluation, and contracting etc.
– Must be conversant with new and innovative procurement practices /systems including the ones existing in India at sub-national level.
– Additional relevant qualification(s) / experience / assignments would be of advantage and would be given added weightage
2. Name of the post: Legal Expert
Education Qualification: Graduate in Law with 10 years of overall working experience in legal matters.
OR
Post graduate in Law with 8 years of overall working experience in legal matters.
Experience:
– At least 5 years working experience in matters related with public procurement, contract management, procurement legislation, contract law, commercial law, arbitrations, and other relevant areas.
– At least 2 years’ experience in interpretation of legislation and other laws /regulations/rules etc.
– Qualification in procurement will be preferred and given additional weightage.
– Additional relevant qualification(s) / experience / assignments would be of advantage and would be given added weightage.
3. Name of the post: Procurement Expert
Education Qualification: Graduate in any discipline with 10 years of overall working experience in the public procurement domain.
OR
Post graduate in any discipline with 8 years of overall working experience in public domain.
Experience:
– At least five years working experience in handling, and executing goods, works, consultancy and non- consulting services procurement for externally aided projects (EAPs) under the world bank /ADB procurement guidelines as a part of government (public) procurement management.
– Qualification in procurement will be preferred and given additional weightage.
– Additional relevant qualification(s) experience / assignments would be of advantage and would be given added weightage.
4. Name of the post: e-Procurement Expert
Education Qualification: Graduate in any discipline and 10 years of working experience in the public procurement domain.
OR
Post graduate in any discipline and 8 years of working experience in the public procurement.
Experience:
– At least five years working experience in handling and executing E-procurement as a part of government (public) procurement management.
– Additional relevant qualification(s) / experience / assignments would be of advantage and would be given added weightage
5. Name of the post: Contract Management Expert
Education Qualification: Law graduate /Graduate in any discipline.
Experience:
– Must have at least 10 years of overall working experience in public procurement /contract management and related areas.
– At least seven years of working experience in matters related with contract management, Contract Law, and other contractual matters.
– Additional relevant qualification(s)/experience /assignments would be of advantage and would be given added weightage
6. Name of the post: PPP Expert
Education Qualification: Graduate in any discipline and 10 years of working experience in the public procurement domain at sub-national / national /international level.
OR
Post graduate in any discipline and 8 years of working experience in the public procurement domain at sub-national / national /international level.
Experience:
– At least 5 years working experience in handling and executing public-private-partnership (PPP) procurement and contract management as a part of government (public) procurement management.
– Must have demonstrated working experience of planning and executing full cycle PPP procurement process including preparation of bidding documents, evaluation, and contracting; preparation of Concession Agreement, Annuity and Hybrid Annuity based contracting, other advanced techniques and procedures of PPP etc.
– Additional relevant qualification(s) / experience / assignments would be of advantage and would be given added weightage.
7. Name of the post: Data Analyst
Education Qualification: Graduate / Post graduate in any discipline
Experience:
– At least 6 years of working experience in the data analytics domain out of which at least 3 years should be in analysing data pertaining to procurement / purchase including spend analysis.
– Experience of working with the Governments will be preferred and given additional weightage.
8. Name of the post: Procurement Specialist – Works
Education Qualification:
• Post graduate in any discipline and 4 years of working experience in the public procurement domain.
• Qualification in procurement will be preferred and given additional weightage.
Experience
• Must have demonstrated working experience of planning and executing full cycle procurement process including preparation of bidding documents, evaluation, and contracting etc.

9. Name of the post: Procurement Specialist – Goods
Education Qualification:
– Post graduate in any discipline and 4 years of working experience in the public procurement.
